Comprehensive Construction is a Collective Cognition Reward card included in the Gambler's Chest Expansion. It is awarded to the settlement when it attains 5 CC.

Gain the Forum settlement location.

Excitement fills the settlement as they finish construction of the Forum. This lantern year, whenever a survivor gains a knowledge from the forum, they also gain +1 lumi.
